The higher your structure is to be, the deeper must be its foundation -St. Augustine
I have had the privilege of serving in varied K-12 educational settings for over 30 years: starting as an English teacher in Georgia's most prestigious high school and culminating as the Director for the Georgia Department of Education's School Improvement Division. Between those two roles, I had the opportunity to serve at the school level as an assistant principal and principal; at the district level as a language arts coordinator, curriculum director, assistant superintendent for curriculum and instruction, and area superintendent supervising 23 schools; and at the state level as an assessment specialist and school improvement director.
All of these positions provided me with a wide-ranging background that I now bring to leadership preparation at the university level and to leaders and leadership teams focused on improving the quality of educational experiences and outcomes for their students. And, in all the positions, there are several keys that I offer:
Whether you are leading your school, district, or agency in continuous improvement efforts, or embarking on further developing yourself as a leader, I'd be honored to come alongside and support you. Below you can read testimonials from those I have worked with over the years and get a clear sense of any value I might bring.

And, in all the positions, there are several keys that I offer:
- I think, plan, and work in systems, assisting leaders to hone their systems-thinking skills
- I always strive to engage the organization in continuous improvement
- I assume the role of making simple and comprehensible the things that are complex and incoherent

Having known Dr. Rumbaugh for approximately ten years and having worked closely with him when we both served as Assistant Superintendents...,I know him to be an intelligent, deeply thoughtful person who has the wonderful ability to communicate clearly his vision for a project. He can take something that might be rather complex and make it understandable and doable for those with whom he works. --Susan Proctor, Professional Learning Director, Pioneer RESA
Will researched the literature and led the Department in coalescing around a framework for systemic continuous improvement. His leadership and inclusive approach to collaboration provided the foundation that enabled the Department to establish the “Georgia Systems for Continuous Improvement,” which is described the Every Student Succeeds Act (ESSA) plan. This plan...will be the framework for the Department’s collective improvement efforts. He has helped me understand the critical role of leadership and the inter-connectivity with other systems including family engagement, instruction and developing professional capacity.
--Deborah Gay, Assistant Superintendent for Federal Programs, Georgia Department of Education

Dr. Rumbaugh worked closely with the teachers and building leaders...to develop a simple, but specific school improvement plan that supported shared engagement and collaboration .... The model, one which was eventually adopted by other schools in our district, set school improvement targets...,developed the leadership capacity of teachers, and fostered a high level of engagement from the entire school community in the school improvement process. Dr. Rumbaugh's facilitation...was instrumental in helping...foster a culture of continuous improvement.
